Chapter 12. International experts, expert evaluation and assessment of scientific works by participants of the championships

34. The formula for calculating the final rating of a report (article) at a stage of a competition of any level and type in research analytics in a relevant section is as follows:

FR = (ARE Х 2) + ARP + (NPA Х 0.1), where:

FR – "final rating";

ARE – "average rating by experts", calculated as a sum of points given by all experts who have the work (APE) divided by the number of the experts (NE);

ARP – "average rating by participants of the conference (stage of a championship) who have assessed the work", calculated as a sum of points given by all participants who have the work (APP) divided by the number of the participants (NE);

NPA - "number of participants having assessed the work" (assessing means giving a rating).

On the basis of the " FR " assessment, the winners and prize-winners are determined at separate stages of championships of various levels and types.

35. The formula for calculating the current and final personal ranking of a participant of a competition of any level and type (Personal research effectiveness ranking, PRER) in a relevant nominated section is as follows (the formula is calculated after each stage of the championship in each section):

(NS +(NDi Х 1.4 X DCD) + (NDc Х 0,8 X DCD))* / ((Npi Х 1) + (Npc Х 1.2)) Х (Np Х 0.4) + (AR Х 0.1) + (AC Х 0.1) + BPOC, where:

NS - number of stages (number of stages within the nominated category, that the relevant person has taken part in during the year)

NDi – "number of diplomas received as an independent author" (i.e., the number of diplomas received for independent reports (articles) presented in a relevant nominated section, as well as in "open specialized sections");

DCD - "degree coefficient of the diploma": gold diploma - 1.8; silver diploma -1.6; bronze diploma - 1.4; incentive diploma - 1.2.

NDc – "number of diplomas received as a co-author" (i.e., the number of diplomas received for reports (articles) presented in co-authorship in a relevant nominated section, as well as in "open specialized sections");

Npi – "number of participations as an independent author" (i.e., the number of participations with reports (articles) presented independently in a relevant nominated section, as well as in "open specialized sections");

Npc – "number of participations as a co-author" (i.e., the number of participations with reports (articles) presented in co-authorship in a relevant nominated section, as well as in "open specialized sections");

Np – "number of participations" (i.e., the total number of reports, presented in the nominated section during the whole year);

AR – "average rating" (i.e. the average rating given for all reports of any type in all sections except for "open interdisciplinary sections") calculated using the formula: the total given rating (TR) / overall number of evaluated works of an author (TNW);

AC – "activity coefficient" (i.e. the number of comments left by a person in dialogue windows of reports of other participants in a nominated section);

BPOC – "bonuses for participation in other competitions" (i.e. additional points added to the rating for participation and success in other nominated sections of the same level or in competitions of other levels in nominated sections and "open specialized sections"). BPOC is calculated as follows: the total bonuses for participation in other competitions (TBOC) х coefficient of the level of a competition in whose personal ranking the bonuses are counted (CLC).

* - Within each stage of the championship in one section, the participant has the right to submit up to 3 author's works. Therefore, in the numerator of the formula, the coefficient grades of all diplomas that can be obtained by the participant at the stage of the championship in a particular section are summed up.

Based on the assessment of the PRNIE rating, winners and prize-winners of the championships of various levels and types are determined at the end of the year, as well as the tournament position of the participants is monitored during the year - after each stage.

36. With the help of the PRER rating, the results of the championships in scientific analytics at the end of the year of various levels and types are determined. Such totals are calculated by setting values corresponding to a specific format of the championship into the PRER formula.

ATTENTION!!!

For the period of the scientific analytics championships in the experimental format *, the following special rules for determining winners and prize-winners of the championships are temporarily applied:

1) In case of absence or insignificance of competition (less than 3 participants) at the stages of championships of various levels and types, the tournament results can be determined by the decision of the Scientific Council of the IASHE on the basis of collegial expert assessments of the scientific works of the participants.

2) The Scientific Council of the IASHE has the right, taking into account the average point of the expert assessment of the author's research, to establish the following results of the championships at certain stages: score of at least 8.5 - "Golden Diploma" (1st place); grade not less than 7.5 - "Silver diploma" (2nd place), grade not less than 7 - "Bronze diploma" (3rd place).

* - The experimental format of the PlatoNicK project assumes special conditions for its functioning in the period after the reformatting of the GISAP project and up to the approval of the final version of the scientific and analytical programs of the Academy with the participation of attracted strategic partners (investors).

27. Формула вычисления итоговой оценки доклада (статьи) на этапе турнира любого уровня и вида  по научной аналитике в соответствующей секции имеет следующий вид:

ИО = (СОЭ Х 2) + СОУ + (КПУ Х 0,1), где:

ИО – «итоговая оценка»;

СОЭ – «средняя оценка экспертов», выводимая по формуле: сумма баллов всех проголосовавших по работе экспертов (СБЭ)/ количество проголосовавших по работе экспертов (КПЭ);

СОУ – «средняя оценка проголосовавших за работу участников конференции (этапа турнира)», выводимая по формуле: сумма баллов всех проголосовавших по работе участников (СБУ)/ количество проголосовавших по работе участников (КПУ) ;

КПУ - «количество проголосовавших по работе участников» («проголосовавших» - в смысле «поставивших оценку»).

На основании оценки «ИО» определяются победители и призеры на отдельных этапах первенств различных уровней и видов.

28. Формула расчета текущего и итогового персонального рейтинга участника турнира любого уровня и вида (Персональный рейтинг научно-исследовательской эффективности – ПРНИЭ) по соответствующей номинированной секции, которая высчитывается после каждого этапа первенства в каждой секции, имеет следующий вид:

(КЭ +(ДСа Х 1,4 Х КСД) + (ДСо Х 0,8 Х КСД))* / ((КУСа Х 1) + (КУСо Х 1,2)) Х (Куч Х 0,4) + (СрБ  Х 0,1) + (КА Х 0,1) + БУДТ, где:

КЭ – «количество этапов» (то есть – количество этапов в рамках номинированной секции, в которых приняло участие соответствующее лицо в течение года)

ДСа – «диплом самостоятельный» (то есть – диплом, полученный за самостоятельный доклад (статью), представленную в соответствующей номинированной секции, а также в «отраслевых открытых секциях»); 

КСД – «коэффициент степени диплома»: золотой диплом – 1,8; серебряный диплом -1,6; бронзовый диплом – 1,4; поощрительный диплом – 1,2.

ДСо - «диплом в соавторстве» (то есть – диплом, полученный за доклады (статьи), представленные в соавторстве в соответствующей номинированной секции, а также в «отраслевых открытых секциях»); 

КУСа  - «количество участий самостоятельных» (то есть – количество участий с докладами (статьями), представленными самостоятельно в соответствующей номинированной секции, а также в «отраслевых открытых секциях»); 

КУСо – «количество участий в соавторстве» (то есть – количество участий с докладами (статьями), представленными в соавторстве в соответствующей номинированной секции, а также в «отраслевых открытых секциях»);

Куч  – «количество участий» (то есть – общее количество участий с докладами любого вида в рамках секции);

СрБ – «средний балл» (то есть – средний балл, полученный за все доклады любого вида во всех секциях, кроме «межотраслевых открытых секций»), выводимый по формуле: сумма полученных  баллов (СБ) / общее количество оцененных работ автора (ОКР);

КА – «коэффициент активности» (то есть – количество комментариев, оставленных данным лицом в диалоговых окнах докладов других участников номинированной секции);

 БУДТ – «бонусы за участие в других турнирах» (то есть – дополнительные баллы, начисляемые в рейтинг за участие и успехи в других номинированных секциях аналогичного уровня или турнирах других уровней в номинированных секциях и «отраслевых открытых секциях»). БУДТ рассчитывается следующим образом: сумма всех бонусов за участие в других турнирах (СБДТ) х на коэффициент уровня турнира, в персональном рейтинге которого учитываются такие бонусы (КУТ).

* - Поскольку в рамках каждого этапа первенства в одной секции участник вправе представить до 3 авторских работ, в числителе формулы суммируются коэффициентные оценки всех дипломов, которые могут быть получены участником на этапе первенства в конкретной секции.

На основании оценки рейтинга ПРНИЭ определяются победители и призеры первенств различных уровней и видов по итогам года, а также отслеживается турнирное положение участников в течение года – после каждого этапа.

29. С помощью Персонального рейтинга научно-исследовательской эффективности (ПРНИЭ) определяются результаты первенств по научной аналитике по итогам года различных уровней и видов – путем постановки в формулу ПРНИЭ значений, соответствующих конкретному формату первенства.

На период проведения первенств по научной аналитике в экспериментальном формате* временно действуют следующие особые правила определения победителей и призеров первенств:

1) В случае отсутствия или недостатка (незначительности) конкуренции (менее 3 участников) на этапах первенств различных уровней и видов, турнирные результаты могут определяться решением Научного совета МАНВО на основании коллегиальных экспертных оценок научных работ участников. 

2)  Научный совет МАНВО вправе, учитывая средний балл экспертного оценивания авторских исследований, установить следующие результаты первенств на отдельных этапах:  оценка не менее 8,5  - «Золотой диплом» (1 место);  оценка не менее 7,5 – «Серебряный диплом» (2 место),  оценка не менее 7 – «Бронзовый диплом» (3 место).

* - Экспериментальный формат проекта PlatoNicK предполагает особые условия его функционирования в период после переформатирования проекта GISAP и вплоть до утверждения окончательной версии научно-аналитических программ Академии при участии привлеченных стратегических партнеров (инвесторов).
